Project Opportunities

Design, supply, installation and operation (for both construction and operations phases) of the Employee Accommodations (EA) Facility including:

  • Management, catering, housekeeping/janitorial, maintenance services (including preventative maintenance and supply of spare parts)
  • Provision of temporary potable water storage tank(s), pumping system and distribution piping until permanent infrastructure has been commissioned
  • Provision of temporary sewage holding tank(s), pumping system and collection piping until permanent infrastructure has been commissioned
  • Installation of permanent Waste Water (domestic sewage) Treatment System (supplied by others)
  • Provision of temporary diesel generators and distribution infrastructure until connection to provincial power grid is available
  • Preservation and shipping of existing and/or new building modules
  • Disassembly and removal, including off-site transportation, of EA Facility components intended for only the construction phase including building modules and other structures, utilities, skirting, and blocking; drainage and sanitization of any temporary storage tanks; general cleanup; cranage required for disassembly and removal; etc.
  • Develop, maintain and manage an adequately sized parking area for project and non-project vehicles along with a Traffic Management Plan for these areas

The EA Facility is to include the following features:

  • Capacity: 400 for construction phase; 200 for operations phase
  • Air conditioning for all areas except for ‘Arctic’ corridors and the kitchen
  • Individual guest rooms with a private bathroom for each room (i.e., no ‘Jack & Jill’ arrangements) and laundry facilities on each floor
  • Double beds or queen size beds in all rooms
  • Outdoor walking/running track
  • Secured women-only floor/wing with occupying residents’ access only
  • ‘Arctic’ corridors between guest wings
  • Suitably sized kitchen and dining area
  • Recreation facilities (weight room, fitness room, games room) with women-only rooms
  • Reception area including space/rooms for reception, security and nursing/first aid
  • Retail area for various sundries
  • Fire detection and suppression systems including an exterior fire water storage tank
  • Digital/online room management/reservation system
  • Key card system for access to the dining area and other communal areas, dorm wing / guest room, buses, and the work site
  • Security cameras in all public areas both inside and outside of the EA Facility with video monitored at the Security Office
  • Well-illuminated parking lot, pathways, building perimeter, smoking areas, etc. (using permanent fixtures not portable light towers)
  • Emergency generators to maintain facility power at all times
  • Panic buttons or emergency phones at key locations with a direct link to the Security Office
  • Robust internet network infrastructure
  • Digital signage at entrances, common areas, recreation facilities, dining areas, etc. to communicate Safety Absolutes, emerging risks, safety campaigns, days of significance, etc.
  • A Mi’kmaw Ceremonial Room, complete with ventilation for smudging

Design, supply and installation of modular Administration Offices (to initially be used for the construction management team).

Design, supply and installation of EA Facility and Administration Offices foundations suitable for the ground conditions (including timber cribbing, concrete footings, screw/helical piles, metal space frame, etc., as appropriate).

(The scope of SS001 Overall Site Services may be assigned to this contract.)

  • Phase 1 of the Erosion and Sediment Control Program including the following activities:

 Construct haul and access roads and implement improvements to Gold Brook Road. This includes any required excavation, construction of subgrade and embankments, geotextile, geogrid, granular surfacing and berms, as well as installation of temporary silt fence, construction of permanent ditches along the roads as well as various culverts, clearing and grubbing.

Construct the Central, East and Southwest Settling Ponds. In addition to the construction of each pond, this includes the removal of watercourse (WC) WC-8 (with prior fish rescue by others), clearing and grubbing, installation of temporary silt fence, construction of permanent ditches around the three ponds and construction of pads for the Central and Southwest Impacted Water Treatment Systems (IWTS).

 Construct the Employee Accommodations (EA) area and Outdoor Storage area. This includes clearing and grubbing for the EA area, Outdoor Storage area and Organic Stockpile OS#1, construction of the EA area and Outdoor Storage area pads including permanent ditches partially around each pad, construction of a temporary berm and permanent ditches partially around OS#1, installation of temporary silt fence in various areas, construction of a temporary pond, vehicle wash area / station and mud mat in the Outdoor Storage area.

Clear and grub the initial West Pit area including removal of WC-8 within the West Pit footprint (with prior fish rescue by others), construction of temporary ditches with three temporary sumps and pumps, and dewatering of the existing small pond within the West Pit footprint.

Clear and grub OS#3 and the East Pit area including removal of WC-11 and WC-12 within the East Pit footprint (with prior fish rescue by others), construction of temporary ditches around the East Pit with three temporary sumps and pumps, and construction of permanent ditches around OS#3.

Clear and grub the Southeast Waste Rock Storage Area (WRSA) and OS#4 including construction of temporary ditches partially around the Southeast WRSA and construction of permanent ditches around OS#4.

Clear and grub the Mill area (which includes the run-of-mine (ROM) area) and OS#10, level the Mill area pad, construct temporary ditches partially around the Mill area and permanent ditches around OS#10.

  • Construct the temporary historic tailings impoundment in the West Pit area including installation of a temporary effluent treatment system (supplied by others) and treated effluent pipeline to the Central Settling Pond.
  • Remediate / reinforce the existing road crossing at the outlet of Gold Brook Lake.
  • Services for permanent infrastructure include but are not necessarily limited to:

Clearing including:

  • Preparation of a reclaimed timber storage and removal plan
  • The removal and disposal of all trees, brush, underbrush, vegetative growth, logs, deadwood, debris, rubbish, and other objectionable matter down to natural ground level
  • Salvage of timber in accordance with the timber management regulations of the Province of Nova Scotia

Grubbing (the excavation and removal of tree stumps and roots to below the existing ground surface).

Bulk excavation of overburden, till and rock (including drilling and blasting of rock where necessary and haulage to the appropriate storage area).

Supply and installation of bulk backfill.

Supply and installation of liners for ponds and ditches.

  • Temporary infrastructure includes but is not necessarily limited to:

Surface and ground water management and erosion/sediment control systems including excavation dewatering as well as stockpile dewatering.

Construction of any required temporary settling ponds in addition to those specified herein.

Temporary explosives supply and storage for rock blasting, if required.

Construct any haul and/or access roads not completed as part of the Early Earthworks contract. This includes any required excavation, construction of subgrade and embankments, geotextile, geogrid, granular surfacing and berms, as well as installation of temporary silt fence, construction of permanent ditches along the roads as well as various culverts, clearing and grubbing.

  • Remove the existing Gold Brook Road within the pit areas.
  • Construct the Southeast Settling Pond and the North Settling Pond. In addition to construction of each pond, this includes clearing and grubbing, installation of temporary silt fence around each pond, construction of pads for the Southeast and North Impacted Water Treatment Systems (IWTS) and the construction of various permanent ditches between the Mill area, organics stockpiles, till stockpiles, waste rock storage areas and the settling ponds.
  • Clear and grub the expanded West Pit footprint including removal of WC-0 and WC-2 within the expanded footprint (with prior fish rescue by others) and relocate temporary ditches to accommodate the expanded footprint.
  • Construct permanent ditches around and clear and grub OS #2, OS#5, OS#6, OS#7, OS#8, OS#9 and OS#11.
  • Supply and install pumps at OS#2 and OS#3 complete with discharge piping.
  • Construct permanent ditches surrounding the Southeast WRSA and remove temporary ditches installed as part of the Early Earthworks contract.
  • Construct permanent ditches surrounding the Northeast Till Stockpile and around both the Northeast WRSA and Northwest WRSA.
  • Construct permanent ditches within the Mill area and to the Central Settling Pond and remove temporary ditches. Install the mechanically stabilized earth (MSE) wall as well as mass backfill for the reclaim tunnel in the crushed ore stockpile area.
  • Construct pads for Explosive Storage and the Emulsion Transfer Tank including clearing and grubbing for each pad, and installation of temporary silt fence and temporary ditches around each pad.
  • Construct the tailings and reclaim water pipeline corridor and the tailings pipeline emergency catchment pond including clearing and grubbing and all necessary erosion and sediment control measures.
  • Construct various construction laydown and temporary facilities areas including clearing and grubbing and all necessary erosion and sediment control measures.
  • Services for permanent infrastructure include but are not necessarily limited to:

Clearing including:

Preparation of a reclaimed timber storage and removal plan

The removal and disposal of all trees, brush, underbrush, vegetative growth, logs, deadwood, debris, rubbish, and other objectionable matter down to natural ground level

Salvage of timber in accordance with the timber management regulations of the Province of Nova Scotia

Supply and installation of liners for ponds and ditches.

Supply and installation of tailings and reclaim water pipelines including related earthworks, electric heat tracing and insulation, instrumentation, etc.

Supply and installation of any other overland pipelines including pit dewatering pipelines with electric heat tracing and insulation, instrumentation, etc.

  • Temporary infrastructure includes but is not necessarily limited to:

Surface and ground water management and erosion/sediment control systems including excavation dewatering as well as stockpile dewatering.

Inspection, maintenance and operation of all erosion/sediment control systems installed as part of the Early Earthworks contract.

Construction of a concrete truck washout pond.

Construction of any required temporary settling ponds in addition to those specified herein.

Temporary explosives supply and storage for rock blasting.

Supply, installation and operation of a crushing and screening facility within the West Pit footprint to supply granular materials of various grades for this and other contracts. Relocate the crushing and screening facility as necessary to accommodate pit development.

Services include:

  • Supply and installation of granular materials to raise construction grades to finish grades at various locations across the site
  • Supply and installation of fencing and other barriers at various locations across the site

Services include:

  • Remove all watercourses within the TMF footprint (with prior fish rescue by others) including construction of temporary sediment ponds at the downstream end of removed water courses, clear and grub the TMF footprint, TMF Polishing Pond footprint, Impacted Water Treatment System (IWTS) building pad and OS#12, install silt fence around the Polishing Pond footprint, construct temporary ditches and berms partially around the TMF boundary and then replace temporary ditches with permanent ditches, and construct permanent ditches partially around the Polishing Pond footprint and around OS#12
  • Bulk excavation of overburden, till and rock (including drilling and blasting of rock, if necessary, and haulage to the appropriate storage area) for the TMF area including the Polishing Pond
  • Construction of the initial TMF starter embankment using zoned earth fill and rock fill, and complete with an emergency overflow spillway
  • Supply and installation of a geosynthetic lining system along the TMF basin floor and on the upstream face of the perimeter embankment
  • Supply and installation of seepage collection drains within the TMF embankment, seepage sumps adjacent to the downstream toe of the embankment, seepage pumps and discharge piping
  • Supply and installation of instrumentation in the TMF embankment, embankment foundation, and seepage collection drains
  • Construction of the Polishing Pond comprised of a lined impoundment confined by a rockfill embankment and complete with an emergency overflow spillway
  • Installation of the reclaim water barge (supplied by others) within the TMF basin and including an outdoor shore-mounted motor control centre (supplied by others)
  • Supply and installation of power and instrument cables, and instrumentation
  • Surface and ground water management and erosion/sediment control systems including excavation dewatering
  • Temporary explosives supply and storage for rock blasting, if necessary

Services include:

  • Design, supply and installation of permanent site 13.8 kV overhead power lines including, but not limited to:
  • Pole mounted transformers
  • Pole mounted exterior lighting in certain areas
  • Fiber optic lines for site communication purposes
  • Construction/installation of Primary Substation (with supply of major equipment by others)

Design, supply and installation of temporary site 13.8 kV overhead power lines to laydown areas, construction management trailers, contractor trailers, various other site work areas, etc. and including, but not limited to:

  • Pole and pad mounted transformers
  • Local distribution panels at the termination points
  • Fiber optic lines for site communication purposes

Services include:

  • Detailed design, supply and installation of site IT Infrastructure including facility wireless and wired networks with network hubs or switches and servers but excluding overhead fiber optic lines installation
  • Detailed design, supply and installation of site Security Infrastructure including site access control system (swipe cards) and site closed circuit television (CCTV) system
  • Detailed design, supply and installation of the site UHF two-way radio system (for operations) including hand-held, vehicle mounted and base stations with external antennas, if necessary
  • UHF frequency licensing and channel programming of site UHF radio system (trunking if required)
  • Design, supply and installation of a radio tower, if necessary
  • Design, supply and installation of the Site Access Guardhouse complete with offices, a gate, and washroom facilities
  • Supply and installation of the truck scale
  • Supply and installation of cellular phone system boosters and towers, if necessary
  • Supply and installation of blast warning horns at various locations

Detailed design, supply and installation of a collective and addressable, networked fire detection and alarm system comprised of:

  • A network?addressable Main Fire Alarm Panel (MFAP) located at the Process Plant control room (or Site Access Guardhouse)
  • Six (6) sub fire alarm panels (SFAPs) in other facilities to control addressable loops to accept addressable field devices, including manual pull stations, smoke, heat and flame detectors, and other input devices such as sprinkler flow and pressure switches
  • Each SFAP will be networked to the MFAP via a dedicated fiber optic cable or pair within the site fiber optic cable communications system
  • Local fire detection devices generally comprised of a combination of addressable smoke detectors (point?type), heat detectors, and manual pull stations located throughout specific areas of the site
  • Aspirating Smoke Detection (ASD) systems in controls rooms, server rooms and substations (switch rooms / e-rooms)
  • Emergency Warning Systems generally comprised of sounder (speaker) and sounder/strobe units in normally occupied buildings
  • Manufacturer-based training for selected project personnel (security, emergency/fire, management)

Supply and installation of concrete foundations, grade walls, slabs on grade, pre-cast elements and other miscellaneous concrete structures including rebar and imbeds for the following areas:

  • Crushing, Stockpile and Reclaim area
  • Grinding area
  • Gravity and Intensive Cyanidation area
  • Leach-CIL area
  • Desorption, Regeneration and Gold Room area
  • Cyanide Detoxification and Tailings area
  • Reagents area
  • Plant Services including fresh water system, gland water system, process water system, potable water system, waste water (domestic sewage) treatment systems, impacted water treatment systems, fire water system, plant and instrument air system, process control system
  • Process/Mill Buildings including Mill Building, Reagents Building, Process Plant Control Room, Mill Office, Mill Reagents Storage, Mill Workshop, and Assay Lab
  • Truck Shop / Warehouse

Concrete will be sourced from nearby concrete production facilities.

Provide site services as part of the Sitewide Concrete Supply and Installation contract including:

  • Construction facilities including trailers, lunchrooms, wash cars and associated maintenance/cleaning services
  • Temporary construction power including portable generators and/or power from drop point (installed by Owner)
  • Waste removal including construction and solid waste management
  • Maintenance of construction equipment and tools
  • Courier and freight services for supplied bulk materials

Supply and installation of structural steel, mechanical and piping bulks and installation of mechanical equipment, plate and chute work and piping for the following areas:

  • Crushing, Stockpile and Reclaim area including primary crushing, secondary screening and crushing, tertiary crushing, crushed ore stockpile and building, and mill feed and other transfer conveyors
  • Grinding area including ball mill, hydrocylones, and trash screen
  • Gravity and Intensive Cyanidation area including gravity screen, gravity concentrators, and intensive leaching reactor
  • Leach-CIL area including trash screen, leaching, and carbon in leach
  • Desorption, Regeneration and Gold Room area including acid wash and elution, carbon regeneration, electrowinning, and gold room
  • Cyanide Detoxification and Tailings area including cyanide detoxification, arsenic precipitation, tailings thickening, and tailings pumping
  • Reagents area including sodium cyanide system, hydrochloric acid system, sulphamic acid system, sodium metabisulphite system, copper sulphate system, ferric sulphate system, lime system, flocculant system, and sodium hydroxide system
  • Plant Services including fresh water system (fresh water storage tank and pumping systems downstream of tank), gland water system, process water system, potable water system (excluding supply of potable water treatment plant and storage tank), fire water system, plant and instrument air system
  • Associated electrical rooms, transformers and emergency generators
  • Fuel Storage and Dispensing Station (including gasoline, diesel, and diesel exhaust fluid (DEF))
  • Propane Storage
  • Installation of the Potable Water Treatment System and Storage Tank (supplied by others) within the Mill Infrastructure area pad
  • Installation of the Waste Water (domestic sewage) Treatment System (supplied by others) within the Mill Infrastructure area pad

Provide Mill Infrastructure area site services as part of the Process Plant SMP contract including:

  • Construction facilities including trailers, lunchrooms, wash cars and associated maintenance/cleaning services
  • Temporary construction power including portable generators and/or power from drop point (installed by Owner)
  • Waste removal including construction and solid waste management
  • Maintenance of construction equipment and tools
  • Courier and freight services for supplied bulk materials

Design, supply, fabrication and erection of various field erected tanks for the Process Plant.

Provide site services including:

  • Construction facilities including trailers, lunchrooms, wash cars and associated maintenance/cleaning services
  • Temporary construction power including portable generators and/or power from drop point (installed by Owner)
  • Waste removal including construction and solid waste management
  • Maintenance of construction equipment and tools
  • Courier and freight services for supplied bulk materials

Supply and installation of electrical and instrumentation bulks, as well as installation of electrical equipment and instrumentation for the following areas:

  • Crushing, Stockpile and Reclaim area including primary crushing, secondary screening and crushing, tertiary crushing, crushed ore stockpile and building, and mill feed and other transfer conveyors
  • Grinding area including ball mill, hydrocylones, and trash screen
  • Gravity and Intensive Cyanidation area including gravity screen, gravity concentrators, and intensive leaching reactor
  • Leach-CIL area including trash screen, leaching, and carbon in leach
  • Desorption, Regeneration and Gold Room area including acid wash and elution, carbon regeneration, electrowinning, and gold room
  • Cyanide Detoxification and Tailings area including cyanide detoxification, arsenic precipitation, tailings thickening, and tailings pumping

Power distribution within Mill Infrastructure area buildings and facilities (excluding overhead lines between buildings) including:

  • Process/Mill Buildings including Mill Building, Reagents Building, Process Plant Control Room, Mill Office, Mill Reagents Storage, Mill Workshop, and Assay Lab
  • Truck Shop / Warehouse
  • Outdoor Storage Area
  • Administration Offices & Parking
  • Mine Dry
  • Emergency Response Team (ERT) Facility
  • Hazardous Waste Storage Facility
  • Fuel Storage and Dispensing Station (including gasoline, diesel, and diesel exhaust fluid (DEF))

The scope items above include all interconnecting electrical and instrument cables, instrumentation, etc., as appropriate.

 

Provide Mill Infrastructure area site services as part of the Process Plant E&I contract including:

  • Construction facilities including trailers, lunchrooms, wash cars and associated maintenance/cleaning services
  • Temporary construction power including portable generators and/or power from drop point (installed by Owner)
  • Waste removal including construction and solid waste management
  • Maintenance of construction equipment and tools
  • Courier and freight services for supplied bulk materials

Supply and installation of Pre-Engineered Metal Buildings including:

  • Mill Building
  • Reagents Building
  • Truck Shop / Warehouse

Supply and installation of Modular Buildings including:

  • Process Plant Control Room and Mill Office
  • Mine Dry
  • Emergency Response Team (ERT) Facility

Supply and installation of Tension Fabric Buildings including:

  • Mill Reagents Storage
  • Mill Workshop
  • Crushed Ore Storage Building

Design, supply, equip, furnish and install a fully functioning (‘turnkey’) modular operational, metallurgical and environmental testing laboratory at the project site.

Services include:

  • Supply and installation of the Low Lift (Fresh Water) Pumping Station adjacent to Gold Brook Lake complete with building, screened intake in Gold Brook Lake, pumps, vacuum priming system, piping, electrical and instrumentation infrastructure
  • Installation of the TMF Impacted Water Treatment System in the TMF area
  • Installation of three (3) Impacted Water Treatment Systems at the Central, Southeast and North Settling Ponds

Water Treatment Systems will be supplied by the Owner and will generally be modularized (‘sea cans’).

Services include:

  • The design, supply, installation and maintenance of an explosives storage magazine and emulsion transfer tank
  • Obtaining all required permits to store emulsion, boosters, detonators and other explosive accessories on site
  • Construction and maintenance of any safety or security related infrastructure such as gates or berms around the explosives storage facility that may be necessary to meet all relevant regulations

Ground transportation services include:

  • Bussing between project site and Halifax Stanfield International Airport and JA Douglas McCurdy Sydney Airport
  • Bussing between project site and designated pickup locations (likely Antigonish, Paqtknek and Port Hawkesbury)
  • Bussing between Employee Accommodations Facility and various work locations throughout the project site

Note: all buses to be equipped with functional vehicle monitoring systems.

Site-based (except where noted otherwise) Quality Assurance (QA) services including:

  • Soil moisture content, density, Atterberg limits, and compaction (Proctor’s) tests
  • Concrete slump, compressive strength, and air content tests
  • Rock sampling, on-site lab analysis (Total S and Total C using a combustion furnace) and off-site lab analysis (Total S, Sulphate S by HCl digestion, Total Inorganic Carbon, Modified NP, Solid phase elemental analysis) to detect Potentially Acid Generating (PAG) rock as well as Arsenic
  • Off-site quarry sampling for any quarries used in the local area
  • A suitably equipped QA testing trailer with washroom facilities and a diesel generator (until such time that permanent power is available)
  • Suitably equipped light vehicles for personnel (ATVs may be required, along with operator training)

Site-based Quality Assurance services including:

  • Non-destructive examination (NDE) including dye penetrant testing, magnetic particle testing, and ultrasonic testing of welds
  • Suitably equipped light vehicles for personnel

Off-site Laboratory Quality Assurance services including:

  • Effluent water quality testing
  • Monitoring well water quality testing

Site security services including provision of Security personnel and resources to:

  • Operate the Site Access Guardhouse to control access to the site
  • Conduct random searches of luggage, toolboxes, packsacks, etc. for prohibited materials at entry to site
  • Conduct searches on outbound vehicles to ensure Material Removal Process is being followed
  • Conduct site security patrols and surveillance, including the Employee Accommodations Facility (both vehicular and foot patrols)
  • Administer the site access card system
  • Monitor site and Employee Accommodations Facility fire alarm systems and CCTV systems
  • Assist project in site vehicle permit system and Project Traffic Control Plan
  • Monitor, manage and control ‘security events’ within the perimeter of the project
  • Be a member of the Goldboro Project Incident Command Team – to be led by NexGold
  • Conduct canine drug detection inspections throughout the site
  • Provide a trailer with washroom facilities and a diesel generator until such time that the permanent Site Access Guardhouse has been constructed and permanent power is available
  • Provide suitably equipped light vehicles for personnel

Site first aid and medical services include:

  • Provide all required medical and first aid equipment and materials to supply two on-site Medical Centres (project site and Employee Accommodations Facility); to be based on OSHA Industrial Medical Facility requirements
  • Provide project with adequate number of medical personnel to support medical services; this will range from Paramedics, Registered Nurses (RNs), and Nurse Practitioners (NPs); also provide a manager for oversight of medical services
  • Operation and maintenance of the Medical Centres in the Employee Accommodations Facility and project site, including the supply of all necessary furnishings, equipment and materials
  • Supply, operation and maintenance of a suitably equipped Medical Centre trailer with washroom facilities and a diesel generator (with the generator needed until such time that permanent power is available)
  • Operation and maintenance of the site ambulance (Owner supplied) once available during the construction period
  • Provide a project approved alcohol and drugs (A&D) Testing Facility where project contractors can conduct testing when required; establish a collection site for an established A&D laboratory organization
  • An off-site registered and licensed Physician to support the assessment and treatment of workplace injuries and to propose return to work programs
  • Provide suitably equipped light vehicles for personnel

The above scope is to be adjusted to suit site personnel loading during the Early Works period.

  • Coordination of the site response to any emergency event
  • Operation and maintenance of the site fire truck (Owner supplied) once available during the construction period
  • Provide trained, certified and competent Emergency Response personnel, capable of performing firefighting and technical rescue operations
  • Develop site Emergency Response Plans for potential emergency events based on emergency assessments
  • Be an active member of the Goldboro Incident Command Team – to be led by NexGold
  • Supply of ERT equipment (excluding fire truck) such as a rescue boat, confined space entry and high angle rescue gear, gas detectors, large-wheeled fire extinguishers, portable fire water pumps and hoses, first aid kits, portable eye wash stations, self-contained breathing apparatus, oil spill kits, etc.
  • Supply, operation and maintenance of a suitably equipped ERT trailer with washroom facilities and a diesel generator until such time that the permanent ERT building has been constructed and permanent power is available
  • Provide suitably equipped light emergency vehicles for ERT personnel
  • Supply, install and maintain furnished and equipped office trailers, lunch rooms, wash cars, etc. for  Integrated Project Management Team (IPMT) personnel including but not limited to:

    • Supply and installation of temporary power and communications cables from local distribution panels, once available, to the trailers
    • Supply, installation and maintenance of diesel generators for temporary and emergency power
    • Supply, installation and maintenance of sewage holding tanks and potable water storage tanks complete with system piping
    • Supply, installation and maintenance of all necessary utilities, heat tracing and insulation, skirting, blocking, stairs and entryways
    • Disassembly and removal, including off-site transportation, of trailers, utilities, skirting, and blocking; drainage and sanitization of any temporary storage tanks; general cleanup; cranage required for disassembly and removal; etc.

    (Number of required units and configuration(s) to be determined.)

Provide rapid courier services between the project site and various domestic and international locations for the IPMT personnel’s use

Waste and water management services include:

  • Bulk delivery of potable water to various temporary storage tanks at site (until permanent infrastructure operational)
  • Bulk transfer of potable water from permanent site infrastructure to temporary storage tanks
  • Collection of domestic sewage from various temporary holding tanks at site and haulage to an approved disposal site
  • Haulage of all domestic solid waste, construction solid waste, including dunnage (packing materials), construction off-cuts and other construction related waste materials, hazardous waste and recyclable materials from designated collection points at site to off-site, approved waste disposal/recycling facilities
  • Supply and maintenance of standard and wildlife-proof waste bins at various locations across the site

Note: all trucks to be equipped with functional vehicle monitoring systems

Site Services include:

  • Supply, installation and maintenance of site signage and portable light plants
  • Supply, installation and maintenance of temporary fencing and other barriers (e.g. ‘Jersey’ barriers), as needed
  • Maintenance of site roads, parking areas, etc. including dust suppression, snow removal, grading, repair, etc.
  • Janitorial services for construction management team trailers
  • Supply, operation and maintenance of a suitably equipped trailer for site services personnel with washroom facilities and a diesel generator (with the generator needed until such time that permanent power is available)
  • Supply, operation and maintenance of required mobile equipment including snow plows, road graders, water trucks, etc. and supply of a temporary structure for maintenance purposes, if necessary
  • Provide suitably equipped light vehicles for personnel

The services listed above shall be provided across the project site.

(The scope of this contract may be assigned to CA250 Employee Accommodations Facility.)

Provide topographic and other surveying services across the project site to support Quality Assurance and other activities during construction. Services include:

  • GPS and total station surveys of installed infrastructure and facilities
  • Drone surveys of civil infrastructure including stockpiles, roads, ponds, mass excavations, etc. to produce volumetric estimates and verify quantities
  • Drone surveys for environmental and erosion control monitoring
  • Use of a drone to produce high resolution photography and video for progress reports, presentations, etc.
  • Supply, operation and maintenance of a suitably equipped trailer for site surveying personnel with washroom facilities and a diesel generator (with the generator needed until such time that permanent power is available)
  • Provide suitably equipped light vehicles for personnel

Temporary fuel storage and dispensing services include:

  • Supply of gasoline, diesel, and diesel exhaust fluid to the project site
  • Supply and maintenance of transportable, secure, self-contained (double-walled) bulk fuel containers each complete with a dispensing unit until such time that permanent storage and dispensing facilities have been constructed
  • Obtain and provide any associated permitting or licensing for installation and use of temporary fuel storage and dispensing units
  • Supply of a diesel generator and cabling until such time that permanent power is available
  • Supply of spill kits and fire suppression equipment/materials
  • Supply and installation of temporary fencing and barriers, as required
  • Provide suitably equipped light vehicles for personnel

Propane storage and dispensing services include:

  • Delivery of propane to the project site
  • Supply and maintenance of storage and distribution infrastructure at the Employee Accommodations Facility, Process Plant and the construction management team trailers including bulk tanks (‘bullets’) complete with all standard instrumentation and controls including tank heaters, if necessary
  • Obtain and provide any associated permitting or licensing for installation and use of propane storage or dispensing units
  • Supply and installation of fencing and barriers, as required
  • Provide suitably equipped light vehicles for personnel

Geotechnical services include construction phase field reviews and inspection services including, but not necessarily limited to:

  • Foundation subgrade inspections to verify the conditions at the bottom of the excavated area are as predicted
  • Other earthworks inspections
  • Assessment of the suitability of aggregates for construction purposes
  • Review of fill compaction and other test results
  • Monitoring of any slope indicators before, during and following construction
  • Provide suitably equipped light vehicles for personnel

Fish rescue services include:

  • Conducting fish salvage operations, following regulator approved plans, and using appropriate equipment, including but not limited to, a boat, backpack electrofishing and/or netting, to capture, remove and relocate fish from areas prior to in-water construction activities
  • All required permits, authorizations, equipment, and materials including boats, temporary fish barriers, safety equipment such as personal flotation devices, etc.
  • Provide suitably equipped light vehicles for personnel
  • Provide reporting as required by the Fisheries Act Authorization

Ornithology services include:

  • Conducting bird nest sweeps/surveys to confirm nest locations and species presence within the nesting season (April 15 to August 31)
  • Providing advice and guidance on the best mitigation measures prior to nesting season to avoid construction delays
  • Providing advice and guidance with respect to buffer zones and setback distances to be implemented to ensure that nests are not disturbed or destroyed because of construction activities once discovered
  • Provide suitably equipped light vehicles for personnel


Services provider must have:

  • Demonstrated experience and/or knowledge to locate and identify avian nests, their status and to confirm breeding behaviour
  • Basic auditory knowledge of species at risk birds

In the event that an archaeological or heritage resource is discovered as a result of site construction activities, collaborate with the Mi’kmaq Nation and Mi’kmaw communities and oversee an on-site precontact and historic artifact analysis, artifact conservation, artifact photography, etc.

The consultant for this package must hold a valid archaeological permit in the Province of Nova Scotia.

Training services include preparation, delivery and administration of site training programs including:

  • Site pre-access training – Site Orientation (with health & safety and environmental components)
  • Site pre-access training – Indigenous Cultural Training
  • Site pre-access training – Diversity, Equity & Inclusion Training
  • Site pre-access training – Respectful Workplace & Harassment Prevention Training
  • Site Driving Awareness Training

Training is expected to be a mix of virtual/online and in-person instructor-led programs.

(certain modules may be sub-contracted)

Spill remediation services including:

  • Assessment (including testing) and containment of the spill
  • Removal, haulage and off-site disposal of contaminated soil and water at a permitted facility, including licensed vacuum truck services, if necessary
  • Clean-up and restoration of the spill site to its natural state with remediation activities managed by a Site Professional qualified in Nova Scotia
  • Provide suitably equipped light vehicles for personnel

Commissioning support services include:

  • Commissioning management and planning
  • Development of detailed commissioning procedures (cold commissioning, hot commissioning, functional testing, loop checks, cause & effect tests, interlocks, trips, permissives)
  • Management of energization/isolation interfaces (LOTO, permits, switching plans, energization sequences)
  • Support of vendor commissioning and integration of vendor deliverables into the Owner’s turnover requirements
  • Maintenance of complete commissioning records: signed ITRs, calibration certificates, loop folders, test reports, trend logs, nonconformance/deviation records
  • Delivery of as-built commissioning dossiers per system and a final turnover package suitable for audit and closeout
  • Development and execution of performance test protocols (capacity, quality, emissions, reliability runs) aligned to contract guarantees

Logistics services for Owner-supplied equipment and materials including:

  • Conducting a route study to assess options to deliver equipment and materials from the various points of manufacture to the project site
  • Identification of weight and dimensional (including seasonal) and any other constraints for the transportation corridors to the project site
  • Identification and mitigation of project logistics risks

Logistics services for Owner-supplied equipment and materials including:

  • Coordinating and arranging for the optimum modes of transportation and the best routes for equipment and materials from the various points of manufacture to the project site including coordination of permits, police escorts, powerline clearances, etc.
  • Synchronizing equipment and material deliveries with construction schedule requirements
  • Providing cargo insurance guidance
  • Customs brokerage and clearance management
  • Tracking and expediting shipments and reporting status
